Senators Rick Scott, Ron Johnson and James Lankford announced the introduction of the Regulatory Decimation Act. This will rein in the administrative state by requiring federal agencies to repeal ten existing regulations prior to issuing a new one and ensuring the cost of any new regulation does not exceed the ones repealed. Congressman Dave Taylor is leading the legislation in the House of Representatives. Senator Rick Scott said: “The federal government has grown exponentially during the four years of the Biden administration, with hundreds of thousands of federal regulations costing Americans $1.9 TRILLION. Sen. Rick Scott Announces Bill to Stop Medicaid Payments for Deceased Americans |

Senator Rick Scott announced the reintroduction of his Leveraging Integrity and Verification of Eligibility for Beneficiaries (LIVE Beneficiaries) Act to require states to verify on a quarterly basis if a recipient of Medicaid benefits is alive in an effort to prevent payments to insurance companies for deceased enrollees. Congressman Gus Bilirakis is leading the bipartisan legislation in the House of Representatives. Senator Rick Scott said: “Washington has spent too long failing Americans with its dysfunction, shown clearly by government’s complete complacency with wasting tens of millions of taxpayer dollars each year writing Medicaid checks to people who have died simply because they haven’t checked if they’re alive. That’s unacceptable and a complete disappointment to taxpayers and those who rely on this program’s benefits when they need it most. This bill would repeal the federal estate tax, often referred to as the death tax, ending surprise taxes on family businesses, farms and ranchers when the owner passes away. Senator Rick Scott joined Senator Rand Paul to introduce the Regulations from the Executive in Need of Scrutiny (REINS) Act to rein in the administrative state by requiring congressional approval of any major rule proposed by a federal agency. This will put power back in the people’s hands instead of the administrative state, which has grown exponentially and cost businesses and families trillions of dollars over the past four years. Senator Rick Scott said: “Over the past four years, the Biden-Harris administration has grossly expanded the federal government, issuing thousands of rules and burdensome regulations that cost taxpayers a whopping $1.9 TRILLION. They deserve to have a voice represented—especially when it comes to how we’re spending trillions of their tax dollars. I am proud to stand with President Trump and my colleagues to rein in big government, hold Washington accountable, stop the wasteful spending and finally bring some fiscal sense back into Congress.” Background: Under the REINS Act, once major rules are drafted, they must then be affirmatively approved by both chambers of Congress and then signed by the President, satisfying the bicameralism and presentment requirements of the Constitution. Currently, regulations ultimately take effect unless Congress specifically disapproves. The bill defines a “major” rule as one that the Office of Management and Budget determines may result in an economic impact of $100 million or greater each year; “a major increase in costs or prices” for American consumers, government agencies, regions, or industries; or “significant adverse effects” on the economy. Senator Rick Scott joined Senator Tim Scott, along with Senators Ted Budd, Adam Schiff and Marsha Blackburn, to introduce the SBA Disaster Transparency Act, which requires the Small Business Administration to make its monthly reporting requirements for the Disaster Loan Account available to the public. As of 2015, the Federal Emergency Management Agency (FEMA) has followed this transparent reporting model for its Disaster Relief Fund (DRF). Senator Rick Scott said: “The American people have every right to know where their tax dollars are being spent and hold their government accountable.
