Community Outreach Specialist

SUMMARY: Administers the Martin County Property Appraiser’s Office community outreach initiative using various communication methods and tools.  Responsible for promoting the public image of the Office to build a strong community connection through public relations, marketing activities and materials, social media, and public awareness programs. This position reports to the Public Services & Exemptions Department Manager.  The work is reviewed through observation, quality checks and achievement of performance measurements as described in an annual performance review.  
 
ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Understands and executes the Property Appraiser’s “Mission, Vision and Guiding Principles.”
  • Executes and maintains comprehensive external communications including but not limited to materials for the website (community outreach calendar), social media postings, print and video mediums, and e-newsletters. 
  • Fosters strong business relationships in the community and across government agencies through phone calls, emails, and personal information.  Ensures timely responses to all inquiries.
  • Demonstrates a strong attention to detail, willingness to work in advance ensuring the pipeline of external content is prepared and approved at least one month in advance of its deadline.
  • Disseminates materials and educational information to the public and local community groups.
  • Coordinates presentations by the Property Appraiser with various local groups (i.e. homeowner’s associations, realty companies, chamber of commerce, and other groups).
  • Prepares presentations, marketing materials, and videos to clearly explain and illustrate programs and policies for the purpose of encouraging viewers to interact with the Office (i.e., learn more).
  • Establishes, measures and tracks response rates and effectiveness of initiatives.
  • Primary office contact for designated community groups (i.e. Chamber of Commerce) and local publications in which educational content is posted.
  • Demonstrates a willingness to continually improve processes and creativity through attending approved conferences, webinars, etc.
  • Assists with planning in-office activities supporting the Property Appraiser’s mission such as team building activities, volunteer excursions to non-profit organizations, etc.
  • Maintains records in proper manner and detail, ensuring the accuracy, completeness, and currency of the information. 
  • Protects property owner information in accordance with Florida Statutes regarding confidentiality.
  • Complies with established procedures, policies, Florida Statutes, and deadlines.
  • Ensures all content is posted according to ADA Compliance laws and records are maintained according to Florida Statutes.
  • Other duties as assigned.

  • Exhibits a high level of attention to detail and quality control mindset.
  • Actively supports the office-wide initiative of fostering a "lean" atmosphere that focuses on developing a culture of continuous improvement.
  • Demonstrates extensive knowledge of digital communications tools, and relevant social media platforms, management software, and email campaign software.
  • Demonstrates significant knowledge of various social media platforms including, but not limited to, Facebook, YouTube, LinkedIn, Instagram, and Indeed.
  • Demonstrates the ability to write and speak on matters of interest in a concise, informative, and knowledgeable manner.
  • Exhibits excellent copyediting skills.
  • Exhibits engaging presentation and public speaking skills.
  • Demonstrates excellent positive listening, oral, and written communication and customer service skills to consistently represent the Office to all constituents in a manner that exceeds defined standards.
  • Availability to attend community outreach events occurring outside standard business hours, as needed.  These events will be scheduled in advance and participation time may be offset with a flex work schedule.
  • Works independently, uses good judgment, drives innovation, and develops unique solutions and ideas.
  • Establishes and maintains constructive working relationships.
  • Exhibits regular attendance, dependability, promptness, and team-player attitude.
 QUALIFICATIONS: 
  • Graduation from an accredited four-year degree granting college or university (in Graphic Design, Communications, Marketing, or related field) and two years of work experience directly related to the position duties.
OR
  • An associate degree from an accredited college or university (in Public Relations, Graphic Design, Communications, Marketing, or related field) and four years of work experience directly related to the position duties.
  • Proficient with Microsoft Office, Adobe design suite (i.e. Illustrator, Photoshop, InDesign, PremierePro), and other related software (i.e. Canva, Constant Contact)
  • Possesses a valid Florida driver’s license.
 
PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an individual to successfully perform the essential duties of this job.  While performing the duties of this job the individual is frequently required to sit.  The individual is regularly required to stand, walk, use hands to finger, handle or feel objects, tools or controls, reach with hands and arms, talk and hear.   Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.   Occasionally the person may be required to balance, stoop or lift up to 10 pounds.  The individual can expect to attend various community events and all presentations with the Property Appraiser when conducting community outreach.

HIRING RANGE:    $55,105 - $71,637 annually depending on experience. Includes robust benefits package.
